It is my desire that the Minden should not be occupied as a Receiving Ship for the crew of any of Her Majesty's ships, except in the case of great necessity, such as a ship being compelled to clear out her hold, &c. It is my direction that you govern yourself accordingly and produce this order to any Captain who may require you to receive on board the Minden his ship's company.
